The date of the physical meeting is getting closer. We are therefore busy preparing for the meeting. The focus will be on our cooperation and knowledge exchange. You are expected to prepare for the topics and questions listed in the programme below.

29 participants from 14 countries already registered and with the contribution of Estonia, UK, Slovakia, and the Netherlands it is expected a lot of interaction among the participants.

Visit to the Port of Rotterdam

The Friday afternoon programme includes a visit to the Port of Rotterdam.

Programme

The coming event is the follow-up of the meeting held in 2024. The focus of the meeting is still the cooperation between member states elaborated in Regulation (EC) No 1071/2009 of the European Parliament. Also, the council stated that a better organised administrative cooperation between Member States would improve the effectiveness of the monitoring of undertakings operating in several Member States.

Based on several case studies, the different topics are discussed in detail.

09:50 - 10:30                    Light commercial Vehicles and G2V2 digital tachograph (Presentation ministry)

The next tachograph deadline of 1 July 2026 concerns road freight vehicles weighing between 2.5 and 3.5 tonnes engaged in international transport. Light commercial Vehicles will also have to respect both EU driving and rest time rules and Lex specialis on the posting of drivers, which is a novelty for this segment.

(The Dutch Ministry will give a presentation about their communication strategy)

Discussion points:

  • Implementation requires a significant investment in the purchase of tachographs and training for drivers for companies that use smaller vehicles. How are you dealing with this in your country?
  • The new rules for LCV’s apply to international transport, so for light vehicles that are exclusively engaged in national carriage within the country of their establishment the tachograph is not required. This includes national journeys that involve through another EU Member State.

Does this type of transport also exist in your country, and what is your position on this?

 

10:30 - 11:00                    Weight and dimensions  (Presentation Ministry)

The rules for the maximum weights and dimensions of heavy duty vehicles (HDVs) are laid down in the EU Transport Directive 96/53/EC. The European Commission made a major revision of the directive. The revision aims to tackle three problems:

  1. low uptake of zero-emission HDVs,
  2. fragmentation of the market for longer and heavier vehicles and
  3. ineffective and inconsistent enforcement.                                       
  • Have these three issues been resolved with the changes? I would appreciate your thoughts.

11:30 - 12:00                   Military Mobility

In times of crisis, the sector ensures the transport of military equipment and the supply of residents and essential services.

  • What are the consequences of military mobility in your country? In the Netherlands, agreements are made, and tenders are issued to the private sector for the transport of military goods. How do other Member States do this? What other issues do you encounter?

14:15 - 15:15                  ERRU (Presentation NIWO)

With the introduction of ERRU 3.0 and the implementation of Smart Tacho 2.0 from 1 January 2025, it is expected that the number of reports of infringements through the ERRU system will increase and the probability of revocation of licences or loss of good conduct of the transport manager will increase. We are curious whether other countries also have this expectation.

  • NIWO will give a presentation on how ERRU is used in the Netherlands. We do ask Member States to discuss the current status of ERRU implementation.
  • The idea is that the G2V2 tachograph will detect more offences, as it allows for longer retrospective checks. More offences mean more penalty points that must be reported via ERRU. This could lead to the withdrawal of Community licences.

The question to Member States is whether any licences have already been withdrawn in their Member State due to ERRU?

The National Authority Professional Competence of the Netherlands (CBR) gives a presentation on examinations in the Netherlands.

  • We ask the other Member States how this is organised in their countries and whether the examinations are updated regularly?

 

16:45 - 17:30                    IMI system and posting of drivers (Presentation ELA)

The European Labour Authority (ELA) are creating a new tool that calculates the average minimum wage for posted drivers who transport goods internationally within the EU. The Remuneration Calculator for posted workers.

  • In addition, discussions can be held with the ELA about the new tool and the Posting of Workers Directive.

09:30 - 10:00                   Digitalisation and the eFTI regulation (Presentation Estonia)

The eFTI Regulation (electronic Freight Transport Information) will enter into force in 2027 and obliges competent authorities to accept information provided in electronic format.

  • Is eFti holding back the development of digitisation before 2027? Are your ready for the implementation?

More and more small transport companies and self-employed drivers are making use of virtual offices.

  • How does this fit in with the requirement for a real place of business?
  • Are you also familiar with this phenomenon?

11:15 – 12:00                  Transport of goods on own account (Presentation United Kingdom)

The thin line between the activity of any undertaking transporting goods for hire or reward by means either of motor vehicles or combinations of vehicles and for ‘own account’ operations.

  • Do you recognise this too, and how do you deal with it?

 

12:00 – 12:30                  Administrative cooperation between member states

At last year's meeting, we noted the importance of cooperation between member states. Over the past year, we have seen that we are improving our ability to find each other on different topics.

  • How can we improve that even more and how do we manage to get even more member states to join?
