Programme
The coming event is the follow-up of the meeting held in 2023. The focus of the meeting Part 2 is still the cooperation between member states elaborated in Regulation (EC) No 1071/2009 of the European Parliament and of the council stated that a better organised administrative cooperation between Member States would improve the effectiveness of the monitoring of undertakings operating in several Member States.
Based on several case studies, the different topics are discussed in detail.

The rules for the maximum weights and dimensions of heavy duty vehicles (HDVs) are laid down in the EU Transport Directive 96/53/EC. July last year, the European Commission has announced a major revision of the directive. The revision aims to tackle three problems: (i) low uptake of zero-emission HDVs, (ii) fragmentation of the market for longer and heavier vehicles and (iii) ineffective and inconsistent enforcement.
- What is your view on the revision and which possible problems do you see in the proposal?
- How do you stand on the European Commission's plans by accelerating the greening of road transport by encouraging the use of alternative fuel-powered and zero-emission heavy-duty vehicles?

Digitalisation is on the agenda again this year. Many countries have made digitalisation a priority. But not only implementation is running into problems, laws and regulations are also causing delays.
- How is your experience in practice of the digital ECMT licence system?
- Do you think digitalisation of third country permits can be solving the problems of the exchange and the lack of information of the use of the permits?

Across Europe, we are running into the problem of driver shortages. All sorts of initiatives are being taken to deal with this problem. Working longer, lowering the minimum age for driving licences, temporary workers from outside the European Union.
- But how do these initiatives relate to road safety?

Last year at the Hague meeting, it was noted that the implementation of ERRU varies from country to country. We are curious whether the use of ERRU has increased since last year.
With the introduction of ERRU 3.0 and the implementation of Smart Tacho 2.0 from 1 January 2025, it is expected that the number of reports of infringements through the ERRU system will increase and the probability of revocation of licences or loss of good conduct of the transport manager will increase. We are curious whether other countries also have this expectation.

The latest sanctions package is causing many member states headaches. How do you judge whether a company is owned by a Russian citizen for a plausible interest.
- How is that judged in your member state?
- Is this done by the central government or organisations individual?
- How can this lead to a revocation of the community licence?

Partly because of the green deal, but also the increase in parcel transport, governments are fully engaged in sustainability. Cities establishing their own zero emission zones are bringing change in transport for supplying inner cities. The rise of couriers, bicycle couriers, night distribution and other forms of transport are making it necessary to change the rules.
- Each member state approaches this differently. How is this done in your member state?

International operating companies search for transport companies with a community licence in different member states. Unfortunately, these kinds of companies get stuck in the different ways in which member states provide access to their register.
